- Numbers count! Any comment is better than none at all. BUT: Form letters count as only one comment. If 30 are sent in, that’s only one comment
- The BLM is required to specifically address your substantive comments in their final version of the Resource Management Plan EIS.
- Submitting a substantive comment gives you standing to protest if you don’t like the final version.
- Non-substantive comments will be accepted and tallied but don’t have to be addressed and do not give you standing to protest, complain, or whine.
Recommended Action Plan for Engagement with the Carson City District Management Plan draft EIS.
- 1. Begin by examining overview maps 1 and 2 and "LWC Map A19 ...". Is your property or area of interest in one of the "at risk" zones?
- 2. If your property is at risk, then get an idea of how to write "substantive comments" by reading the "BLM Examples Substantive Comments ... ", "BLM Guide to Commenting" as well as the "Guide to documenting" documents
- 3. Go to BLM's dedicated download page for the RMP. Download whatever you need to understand the RMP. At a minimum, you probably will need Volumes 1 through 5 (the top 5 links)..
- 4. If you have GIS software that you want to use in your analysis and commenting, you can download BLM Shape Files.zip from the menu to the right of this page, and open the layers, as needed.
Best of luck in your effort.
Your substantive comments are vitally important to this BLM administrative process and will bear meaningfully on the future course of your ability to explore and develop mineral deposits in the Carson City District.
If you have any additional questions, you may contact NMEC Director, Elizabeth Zbinden.
